they were not pollinated cut them off. the female flowers are the ones with fruit the male flowers have no fruit. Take a male flower off and and rub the anthers on to the female stamens and that will ensure pollination. usually the females flowers come out first. The males are lazy and don’t come out till later so the first couple of cucumbers usually die.

They are not to old.
Sometimes some will not mature fully because they were not pollinated well.
If the plant is otherwise health looking don’t worry to much about it.
If the plant is a bit yellowish it may need some lime watered into the soil to make the soil more alkaline it may be to acidic.
If this is newly turned soil then the decaying matter under the plant can rot the roots, but lime will help about any plant no matter what.
Sometimes to much rain will cause them to rot before mature.
But it sounds as though they didn’t get proper pollination.
Pick off any shriveling dead ones to give any others a better chance.

I had this problem in AZ last year, and like stated above, the problem was a lack of pollination. Unfortunately I was not successful at hand pollination and the problem never really corrected itself. To improve your odds this year, remove the brown cucumbers and add flowers to the area to attract bees. For longer term success, add flowers and shrubs that will attract bees or consider a bee hive.
